How NHT PSS is Transforming Highway Satisfaction Scores Across the UK
The National Highways & Transport (NHT) Network’s Public Satisfaction Survey (NHT PSS) has become a cornerstone for UK local authorities
The National Highways and Transport (NHT) Network is a subscription-based benchmarking and service improvement partnership for UK local authorities. We provide independent resident surveys, performance benchmarking, and actionable insight that help councils deliver better highways and transport services.
Member authorities use NHT data to track performance, prioritise investment, strengthen business cases, and improve transparency with councillors and residents.

We support councils in delivering safe, efficient, sustainable transport and highways services that meet the needs of their communities
The NHT Public Satisfaction Survey is the largest survey of its kind, and is recognised by the Department for Transport.
Compares service performance across asset types and management levels

The NHT Network is the leading service improvement organisation providing a range of benchmarking services for the Highways & Transport sector, available on a subscription basis to Local Authorities and their delivery partners.
The activities of the Network are controlled by the members. Steering Groups define the scope and content of each of the services the Network provides. Each of these steering groups is led by a chairman and comprise practitioners from participating organisations. From time to time, the steering groups form specialist sub-groups to tackle specific projects.
Members of each individual service are invited to attend regular National and Regional meetings, organised to share practice and experience. Wherever possible the cost of these meetings is covered or subsidised by the subscription fees.
NHT provides a supported Network environment in which members can:
